I studied a law degree at ITAM (Mexico City) from 1996 to 2000. In March 2001 I graduated with the thesis “The general declaration of unconstitutionality in the protection against laws.” I received the highest academic distinction awarded by ITAM: honorable mention (summa cum laude).
I studied for the Doctorate in Property Law at the Pompeu Fabra University (Barcelona, Spain) from 2002 to 2004.

Participation in the private sector, within the most important law firms in Mexico as well as in strategic and relevant positions in the federal public sector, as well as in academic and philanthropic institutions, greatly facilitate the understanding of complex situations and obtaining concrete results for clients, be they families, companies or individuals.
In the firm “Von Wobeser y Sierra”, S.C., I was in charge of the foreign investment area and with participation in corporate law (2000-2002), serving the most important European companies doing business in Mexico.
At Martínez, Algaba, Estrella, De Haro y Galván-Duque, S.C., I was a senior lawyer in financial, trust and corporate matters.
I worked for the Government of the Republic in various areas. I know the operation of the three powers, in which I have had contact in the places where the most substantial decisions are made in Mexico.
In the JUDICIAL POWER OF THE FEDERATION I worked as a judicial officer in the presentation of the magistrate Jean Claude Tron Petit.
In the FEDERAL LEGISLATIVE POWER I acted as a trial lawyer for the defense of the interests of the Congress of the Union in some federal lawsuits.
In the FEDERAL EXECUTIVE BRANCH, I participated in:
PROFECO (2004-2007); where I was in charge of the Directorate of Advertising and Standards. On that date, procedures were established for infractions of the law on innovative issues, and the issues were resolved favorably for the Attorney General’s Office. For the first time in history, suspensions of deceptive advertising were ordered to national media and the market for tourist services was ordered by prohibiting deceptive practices in terms of incomplete prices.
SECRETARIAT OF FINANCE AND PUBLIC CREDIT (2008-2009); I served as legal advisor to the Senior Officer. I participated in the elaboration of reforms to the internal regulations of the SHCP and in the coordination of the activities of the Mayor’s Office in some decentralized organizations of the SHCP. I served as President of the Information Committee of the SHCP.
TAX ADMINISTRATION SERVICE (2009-2012). I started as a Local Taxpayer Services Administrator and later I was appointed Legal Administrator by the Head of the SAT. I actively participated in the elimination of internal vices and practices that affected the interests of the population and the Mexican state. I defended the tax interest without losing a single case.
OFFICE OF THE PRESIDENCY OF THE REPUBLIC (2013-2015). I was appointed by the Head of the Office of the Presidency, as Deputy General Director of Legal Studies of the Coordination of Science, Technology and Innovation. I was in charge of the Coordination regarding the relevant initiatives presented before the Chamber of Deputies and that of Senators in the Congress of the Union in order to issue opinions on behalf of the Office of the Presidency.
In all public positions I submitted my resignation. Always to take on greater professional challenges, leaving clean and finished files.
I have taught in bachelor’s and master’s programs, as well as diplomas in the best universities in Mexico.
At ITAM I was a professor of the master’s degree, teaching “Consumer Law and Product Responsibility”; in the degree, “Business Law”. In other universities I have taught modules in diploma or master’s degrees, such as the Escuela Libre de Derecho (Mexico City), Universidad Panamericana and Escuela Libre de Derecho de Sinaloa.

In the period between 2007 and 2010, I was part of the academic group that drafted the constitutional reform on collective actions and access to justice that culminated in the addition of the fifth paragraph to article 17 of the Constitution in 2010. I also participated actively in the drafting of the reforms to the Federal Code of Civil Procedures to adjust it to the constitutional mandate regarding collective access to justice, which happened with the 2011 reform. In the year 2021, already as the holder of Notary 210, I proposed the drafting of the text of NOM 247 in the matter of contracts for the sale of real estate for a home, in the sense that the consumer has the free choice of the notary, as a fundamental human right.
My professional training committed to social welfare and justice, have put me on the path of producing legal literature and collaborating with newspapers (through opinion columns) and with specialized magazines for the dissemination of legal knowledge.
Legal research and the production of literature with peculiarities of social interest favor the Notary 210 of a better service.

Graduated from the Free School of Law of Sinaloa, titled on September 25, 1998, with the thesis “The need to register the conjugal partnership in the Public Property Registry for it to take effect against third parties.”
He has more than 20 years of professional experience, primarily in the notarial and litigation areas, advising clients with relevant and complex matters.
Since the founding of Notary 210, he became responsible for the general operation of the office, being the lawyer with the most experience and training of new talents.
His extensive work experience, both in notaries in the state of Sinaloa and in dependencies related to the notary public, having worked for the Public Property Registry at the headquarters, allow him to provide extensive, exhaustive and professional advice to the clients of the Notary’s Office 210. Master Rojo Osuna joined Notary 210 in 2016, after having carried out notarial internships in the State of Sinaloa.
Since his incorporation to Notary 210, he is responsible for the area of trusts with foreigners, showing great skills to interpret the interests of the foreign community, doing business in Mazatlán or simply acquiring retirement or vacation properties.
He is a local leader in advising on complex real estate investment transactions to both foreigners and nationals.
He has carried out 210 credit operations granted by banking institutions at the Notary, as well as constitutions, modifications and assemblies of Condominium Property Regimes, participating in the legal design of various contracts and transfer of ownership agreements, among others.
The teacher has extensive experience in issues related to foreign investment in Mexico, either directly or through social capital in national and foreign companies.

She has completed a master’s degree in Oral Trial with an emphasis in Criminal Law at the Autonomous University of Sinaloa.
Since her graduation, she entered the Judicial Branch of the Federation, as a Judicial Officer and later entered Notary 210, specializing in Corporate and Real Estate Law.
She works as the manager of the corporate area.
She has participated in advising established entrepreneurs as well as entrepreneurs seeking new businesses. Her knowledge of her legal framework allows her to offer corporate schemes easily and with agility.
She is a local leader in the constitution of mercantile companies and investment promotion companies (SAPI’s).
